Define reference-standard capabilities and restrictions

Each capability band describes a range in which a standard may support work.

Capability fields

Record the quantity type, controlled unit, inclusive lower and upper range, expanded uncertainty, explicit coverage factor, intended use or specification, and environmental conditions.

Metra uses exact decimal strings and does not perform implicit unit conversion. The uncertainty engine can resolve a capability's frozen uncertainty and coverage factor as a Type B source for a compatible measurement point. It never reads a later profile revision when reviewing historical work.

Restrictions

Restrictions may govern quantity, range, permitted use, location or environment, effective dates, or another qualitative condition. Choose Warning for a condition requiring attention and Blocking when normal use must be prohibited.

Keep descriptions actionable. For example, write "Use only in a stirred liquid bath from 15 degrees C to 40 degrees C" rather than "Limited use".

Changing a capability or restriction creates a new profile revision and does not rewrite historical use.
