Resolve setup import dependencies

The dependency review identifies references that must resolve before an import can run. Metra resolves only exact same-organisation identities and revisions. It does not fuzzy-match names, reveal another organisation's records or silently select the newest revision.

For a procedure step, select an exact eligible approved uncertainty-budget or decision-rule revision when its supported configuration requires one. For a requirement template, select exact approved controlled revisions required by its calibration and evidence policies.

An imported procedure draft cannot satisfy an approved-procedure dependency. Open the draft, complete its normal technical review and independent approval, then return to the resumable requirement-template import and validate again.

If an approved dependency is superseded, withdrawn, expires or changes version after validation, execution is blocked. Refresh the selection and create a new validation snapshot.
