Review organisation policy changes

Compare proposed controls, find an independent reviewer and follow retained decisions and notice periods.

Organisation setup For Owner, Administrator About 3 minutes to read

Open Organisation > Policy governance in the intended organisation. The page shows current saved settings, who can propose a change, retained proposals and the current people eligible to decide them.

An Owner supplies the initial operating model during setup. Unknown legacy answers remain unknown. Team size affects the approval form where applicable; it never supplies staff, competence, permissions or an independent second person.

Compare and publish a proposal

  1. Choose the setting you are authorised to change and enter its proposed values.
  2. Give a concrete reason and select Preview. Read the exact before and after values, classification, required decision and notice timing.
  3. Publish that reviewed proposal. A pending relaxation leaves the saved controls in force.
  4. Return to the retained proposal to follow its decision, notice and application state. After an uncertain response, retry the same action to recover its original result.

Owners may change the operating model. Owners and Quality managers may propose signature and approval-form changes. Tightening takes effect immediately and notifies Quality managers. A mixed change follows the relaxation route.

Operating-model relaxation requires an independent eligible decision and a full seven UTC calendar days from publication. Accredited, regulated or unknown applicability requires a Quality manager. Other operating-model relaxations can use an independent Owner or Quality manager. Approval alone does not end the notice period. The worker applies an approved change only after current authority and the saved source values are checked again.

Signature or form relaxation requires another eligible Owner or Quality manager, with no seven-day delay. Regulated Approval remains signed and needs a fresh identity challenge for that exact approval. Review-level actions keep their applicable form. Declared external-only, explicitly non-regulated, non-accredited work can use the optional-comment confirm form at any team size; eligibility and independence still apply.

Numbering and setup deferrals

Administrators, Calibration managers and Quality managers configure numbering before the first certificate is issued. After issue begins, a numbering change needs independent Owner or Quality manager Review. Used certificate-series identity stays locked, including through a new-period route. Future sequence numbers can move forwards with an explanation; issued identifiers and frozen certificates never change.

Owners, Calibration managers and Quality managers can propose deferring eligible setup tasks within their area. Select the current task, provide a reason and a future review date. Accredited, regulated or unknown control-task deferral needs Quality manager Review. Required-role and independent-reviewer coverage cannot be deferred. A deferred setup task does not waive the underlying evidence, release or approval controls.

Retention policy

An Owner proposes the period, applicable minimum and recorded basis. An independent Quality manager must approve every retention-policy change, including an increase. Regulated decisions require a signed Approval and fresh challenge.

The period cannot fall below the configured applicable minimum. Unknown legacy minima are shown explicitly and require a reviewed configuration where applicable; Metra does not invent a legal duration. A retention decision keeps its before and after values, attribution and effective time. It does not delete records or start a purge.

If a proposal's source, contributor eligibility or reviewer authority changes, refresh and publish a new proposal from current values. Another role on the same person's account does not establish independence. Completed technical evidence and historical approvals keep their original scope and attribution.
